Yobe massacre: We will bring the murderers to justice – Jonathan

President Goodluck Jonathan yesterday vowed to bring the perpetrators of the Yobe College killings to justice.

The president made this assurance in Abuja while addressing fellow African leaders who are in the country to attend Nigeria’s centenary celebrations.

Jonathan condemned the massacre and urged African leaders to refrain from making their countries a haven for terrorists. He proposed that a protocol be adopted that would allow countries to pursue terrorists well into their havens in other nations.

“While we cannot redefine our borders, we must redefine our collective approach to ending trans-border terrorism and insurgencies,” he said.

President Jonathan who admitted he was seriously affected by the deaths of the students said, “As I address you today, I have a heavy heart. Two days ago, terrorists invaded a secondary school and murdered innocent children in Yobe   State, while they slept. The children, the hopes of their parents and the future leaders of our dear nation, had their hopes and dreams snuffed out, leaving behind grieving families, schoolmates, communities and a sad nation.

“Our prayers and thoughts are with their families at this difficult moment of loss. This gruesome and mindless act of savagery is not Nigerian, is not African. Let me assure all Nigerians that we will spare no resource in bringing those murderers to justice”.

President Jonathan also stated that it was high time Africa  secured the bright future of her children by taking seriously the need to address the issue of human security, peace and development.

Using statistics to buttress the fact that the greatest threat to collective human and international security was the rising menace of the use of small arms and light weapons, Jonathan said out of the 500 million illegal small arms and light weapons in the world today, an estimated 100 million were in Africa with ECOWAS taking about 10 per cent of this. And these are in the hands of non-state actors.

He stressed that, “Africa has had enough of wars and the cost of wars and insurgencies are too high. It’s been estimated that Africa losses $18 billion per year on wars.

“We must do all to reduce some of the drivers of growth in illicit small arms including human insecurity, inequalities, marginalisation, ineffective disarmament, social explosion and the culture of violence”.

The President noted, “as a nation, whose fate and destiny are inextricably linked to that of the continent, Nigeria recognises the opportunity of the moment and particularly that this is the place and time to reflect on this stage of our centenary conference, “human security, peace and development: agenda for 21 Century Africa.

“There is no doubt that Africa is rising. Today, several of the fastest growing economies in the world are in Africa. Investment in the continent by Africans in the diaspora bears testimony to the increased level of confidence in our continent.

“The rising middle class and greater penetration of information and communication technologies combined with the fast expanding financial services sector are all pointers to a better future.

“But we must secure this bright future. To do so, we must seriously address the issue of human security, peace and development.

“As you well know, the issues of human security and peace are indispensable in the life of every nation. For far too long in many parts of the world especially in our continent, government has placed much emphasis on security of the state and our very scarce resources were committed so military and  security at the expense of human security.

“We must address the challenges of climate change, while Africa accounts for less than three per cent of green house emissions, it bears the greatest brunt of the negative impact of climate change.  With increasing incidences of floods and natural disasters, Africa must address women empowerment to address human security. When there are wars and social conflicts, women and children bear the brunt. So, when we have peace and stability, women and children should be those who benefit the most.

“That is why I am calling today for affirmative finance action for women, under this action, banks should devote at least 30 per cent in their bank lending in agriculture to women farmers, to women-owned agric businesses. The evidence is clear that women rarely default on loans. This focus on women must become our prority for the post-2015 MDGs, my conviction is securing women’s future will secure Africa’s future.

“While we respect international boundaries, terrorists move in and out of our borders, is now time that we agree as African leaders that acts of terror against one nation is an act of terror against all nations.

“We must not allow our countries to be safe avenues for terrorists, we must operate maximally in better managing our political boundaries, we should adopt protocol that allows countries to pursue terrorists well into their havens in other nations. While we cannot redefine our borders, we must redefine our collective approach to ending trans-border terrorism and insurgencies”.

Jonathan urged the African Union Peer Review Mechanism (APRM) to pay greater attention to issues of human security, peace and development.

“To promote this, I wish to propose the development of an African Union Security Index that helps us to measure the progress we are making on this and other critical issues achieved by African countries themselves. What Africa needs more than anything else in this 21st Century therefore is collective action of a positive transformation for the good of the continent”, he said.
